BiographyJudge Jay E. Rubinow was born on 27 February 1912 in Hartford, Connecticut. He was the son of Mary Brodsky Rubinow and William Rubinow. He graduated from Manchester High School in 1929, from Harvard College in 1933, and from Harvard Law School in 1937.
He practiced law in Manchester, Connecticut from 1938-1961, when he was appointed Chief Judge of the Connecticut Circuit Court. In 1967, he was appointed State Probate Court Administrator and Judge of the Superior Court. He served as State Probate Court Administrator until 1973 and during the following nine years continued to serve as a Superior Court judge. In 1974, he wrote the opinion in Horton v. Meskill, holding that the Connecticut system for funding public school education was unconstitutional, a holding that was upheld by the Connecticut Supreme Court. He retired as a judge in 1982 and served as a State Trial Referee until 2000.
He died on 4 January 2005 in Manchester, Connecticut.
