Carmen E. Espinosa
BiographyJustice Carmen E. Espinosa was born in Puerto Rico and moved to New Britain, Connecticut, at a young age. She was the first in her family to attend college, earning a Bachelor of Science in Secondary Education with majors in Spanish and French from Central Connecticut State University in 1971. She continued her education, receiving a Master of Arts in Hispanic Studies from Brown University in 1973 and a Juris Doctor from The George Washington University Law School in 1976.
Espinosa's legal career began as a Special Agent for the Federal Bureau of Investigation. She then served as an Assistant United States Attorney for the District of Connecticut for 11 years, spending nine years in the Criminal Division and two in the Civil Division. During this time, she received the United States Attorney General's Distinguished Service Award and the United States Department of Justice Special Achievement Award.
In Connecticut, she was appointed to the Superior Court, becoming the first Hispanic and Hispanic woman Superior Court Judge in Connecticut. She presided over trials in the Judicial Districts of New Britain, Hartford, and Waterbury.
In 2011, Governor Dannel P. Malloy appointed her to the Appellate Court, making her the first Hispanic appointed to serve as a judge of that court.
On March 6, 2013, she was appointed by Governor Malloy as the first Hispanic Supreme Court Justice in Connecticut. She transitioned to Senior Justice status on July 16, 2017. Throughout her tenure, Justice Espinosa was actively involved in judicial education, serving on the Judicial Branch's Education Committee and teaching criminal law courses.
