BiographyJudge Barbara M. Quinn had a career in the Connecticut judiciary as Chief Court Administrator.

Judge Quinn graduated with honors from Bryn Mawr College and earned her Juris Doctor from Emory University School of Law in 1977. She was admitted to the bar in both Connecticut and Rhode Island that same year. Before her appointment to the bench, she spent 19 years in private practice in the New London area and also served as a judge of the Mashantucket Pequot Tribal Court. She was appointed as a Superior Court Judge on December 20, 1996, by Governor John Rowland. Throughout her tenure, she held various assignments, including the complex litigation docket and chief administrative judge for juvenile matters. On November 1, 2007, Chief Justice Chase T. Rogers appointed her as Chief Court Administrator. She retired from the court on October 1, 2013. Judge Quinn was also an adjunct lecturer at the University of Connecticut School of Law.
