BiographyRaymond R. Norko (1943-2019) was an American judge known for his contributions to the legal system, particularly in community justice. A native of Bridgeport, Connecticut, he began his career in 1970 as a legal aid lawyer, working to provide legal services to disadvantaged people.
In 1985, he was appointed to the bench, and in 1998, he spearheaded the establishment of the Hartford Community Court. The Hartford court handled low-level, nonviolent offenses, offering an alternative to traditional sentencing by requiring defendants to perform community service in the neighborhoods affected by their crimes. He was a respected figure who received several honors for his work. In 1985, he was awarded the Charles J. Parker Legal Services Award by the Connecticut Bar Association, and in 2018, he received the Franklin N. Flaschner Award from the American Bar Association for his work as an outstanding judge in a specialized court. Norko died in 2019 from cancer.
