He served as a member of the Connecticut State Senate from the 9th district from 1979-1983, was Comptroller of Connecticut from 1991-1995, and Counselor to the President from 1995-1997 during the administration of Bill Clinton. He was the unsuccessful candidate for Governor of Connecticut in 1994 and 2002.
