BiographyMartin, Belair & Company was a real estate development partnership owned by William B. Martin and Jean R. Belair Jr. and based in Hartford, Connecticut. The company worked against urban renewal practices such as “slum clearance” and assisted in revitalization of Hartford properties in the 1970s and 1980s. The company restored numerous historic residential and commercial buildings, including 74 Union Place, and properties on Congress Street, Church Street, Wethersfield Avenue, Maple Avenue, and Morris Street.
The company’s first project was the rehabilitation of 74 Union Place into apartments from 1976-1978. In the 1970s, properties on Congress Street were acquired by the city with the plan of demolishing the buildings and clearing the land. However, the Hartford Architecture Conservancy and concerned citizens led efforts to get federal designation for Congress Street as a “historic neighborhood,” which assisted in preserving the buildings. They advocated for the area to be rehabilitated and revitalized instead of demolished. In 1978, Martin, Belair, and Company became the official developers of the project, with physical work beginning in the spring of 1979. The project wrapped up in 1984.
