It was originally known as the Goodwin Building. It has been called "one of the finest examples in New England of the English Queen Anne style" (Structures and Styles, p. 24).
The architect Francis Hatch Kimball (1845-1919) worked in the London office of William Burges and would have been familiar with contemporary British architecture in a similar style.
