Packer was from Groton, Connecticut. He enlisted into the army in June 21, 1861. He was mustered in to the Fifth Regiment Infantry Company G on June 22, 1861 as a Sergeant. He was promoted to First Sergeant on September 30, 1861. On July 12, 1862 he was promoted to Second Lieutenant. He was promoted to First Lieutenant to Comany D on February 13, 1863. On March 1, 1863 he was promoted to Captain. It is unknown when he was discharged. (Ruocco, 4/21/2012)
