Samuel Oscar Chase was born on 2 December 1842 in Killingly, Connecticut. He was the son of Emily Fuller Chase (1817-1851) and Samuel Covell Chase (1817-1900). He had two siblings, Lucy Ann Chase (1837-1915) and Emily Josephine Chase Edson (1850-1896), and one half-sibling, Rufus R. Chase (1858-1938).
He married Emeline A. Bowen (1842-1884). They had at least three children: Clarence, Lillian, and Cora.
He died on 24 July 1884 in Connecticut.
