James Hall Kinsella was born on 12 July 1924 in Hartford, Connecticut. He was the son of George F. Kinsella and Dorothea Mooney. He was an attorney and was elected to the Hartford City Council in 1953. He served as mayor of Hartford from 1957-1960. He died on 8 October 2012 in Hartford.
