Jean Perry Phillips

Jean Perry Phillips is an attorney specializing in environmental, municipal, and land use law. She also handles real estate and business transactional issues that intersect with environmental and land use matters.

Phillips earned her Bachelor of Arts degree, cum laude, from the University of Connecticut in 1985, and her Juris Doctor from the University of California, Hastings College of the Law, in 1988.

Her expertise extends to regulatory compliance, permitting, and litigation in the environmental and land use sectors. She frequently collaborates with regulatory bodies such as the Connecticut Department of Energy and Environmental Protection, the Environmental Protection Agency, and the Army Corps of Engineers.

Beyond her legal practice, Phillips has contributed to legal education as an adjunct professor of environmental law at the University of Connecticut from 1990-1993 and 2000-2009. She has also been actively involved in community initiatives, serving as a member and past president of the Board of Directors for Statewide Legal Services and as a member of the Connecticut Department of Energy and Environmental Protection's Comprehensive Evaluation and Transformation of Connecticut's Cleanup Laws Working Group.
