Wendy Wolff Susco was born on June 24, 1944, and grew up in Cheshire, Connecticut. She earned her undergraduate degree from Smith College in Northampton, Massachusetts. Wendy then pursued her legal education at the University of Connecticut, and became the first female Editor of the Law Review during her time there. Upon graduating, Wendy joined the University of Connecticut Law School's faculty before transitioning to a role as a corporate attorney at Connecticut General Life Insurance Company. Her dedication to public service was evident through her appointment to the Connecticut Permanent Commission on the Status of Women, where she served as chairperson in 1981.

In 1982, Governor William O'Neill appointed Wendy as a Judge of the Connecticut Superior Court. She served with distinction in this role for over three decades before her retirement. Wendy was predeceased by her husband, Jack Susco. She passed away on July 20, 2018, after a long struggle with multiple sclerosis.
