DescriptionA badge worn by Roger Welles, Jr. in 1912, at the City of New York Naval Review, when he was serving as commander of the USS Louisiana, Atlantic Fleet. At the top of the badge is a bar indicating an official guest. The ribbon is blue. The medal suspended from the ribbon has an eagle at the top and a relief image of two people in the center.

Y."NotesBiographical Note: Rear Admiral Roger Welles (1862-1932) was born in Newington, Conn. He graduated from the U. S. Naval Academy in Annapolis, Maryland in 1884. During the Spanish-American War, he served as executive officer on the USS Wasp. After the Spanish-American War in 1903, he attended the U. S. Naval War College, and then was appointed director of the U. S. Office of Naval Intelligence in 1917. He was promoted to Rear Admiral in 1919. He retired from the U. S. Navy in 1926.
