The license is "issued to [blank space for a name] hereby certifies that he has fully developed as a first-class pilot on the troubled "Sea of Booze" and then goes on for several additional sentences. The license has a seal and has multiple signatures at its bottom.

NotesSubject Note: This comic document is a fake maritime pilot's license, not an aircraft pilot's license.
