William Francis Joseph Boardman was born in Wethersfield, Connecticut on 12 December 1828, the son of William Boardman and Mary Francis Boardman. He became a coffee and spice merchant in Hartford from 1846 untill 1888. On 7 January 1852, he married Jane Maria Greenleaf from Hartford, Connecticut. They had one son, William Greenleaf Boardman (b. 1853). When his father's firm moved to Hartford in 1851, he became a partner of William Boardman and Son. The firm again moved to the Boardman Building on Asylum Avenue, Hartford, Connecticut on 1872. William Bardman served in the Hartford Common Council in 1863, and was one of the original members of the Putnam Phalanx. He was also a life member of the Connecticut Historical Society, beginning in 1888 and ending with his death in 1912. In 1907, he established the William F. J. Boardman Fund at the Connecticut Historical Society and was the author of "The Ancestry of William Francis Joseph Boardman," Hartford, in 1906. William Francis Joseph Boardman died on 23 November 1912.
