Roderick Bissell Jones was born in Winsted, Connecticut on 13 October 1898, the son of Frances Isabella Bronson Jones and Edward Payson Jones I. He graduated from the Gilbert School in 1916, and attended Phillips Andover Academy for a year before entering Yale University. He graduated from Yale in 1921, and went on to the Massachusetts Institute of Technology, where he earned a doctorate in chemistry and physics. He received his law degree from Yale Law School, and was a member of the New York and Connecticut Bar Associations, with a patent law practice in New York. He served as a private in the Army during World War I and was a lieutenant commander in the Navy, stationed in Washington, D.C., during World War II.

Roderick Bissell Jones was president of the Beardsley and Memorial Library, and served as treasurer of the Winsted Historical Society for many years. He also served as a director of the Winsted Memorial Hospital and the Winsted Chapter of the American Red Cross. He was a corporator of the Winsted Savings Bank, and was treasurer of the East Hartland Cemetery Association. In addition, he was an active member of the Church of Christ, Winsted, as well as a member of the Sons of the American Revolution and the Litchfield County University Club. He was survived by a brother, Edward Payson Jones II of New York City; and a niece and nephew.
