Thomas F. Oakes was born in 1900 in Tacoma, Washington. He worked for Allen Russell and Allen, an insurance firm in Hartford, Connecticut, and he became president of that company. During World War II, he served with the U.S. Army in the Air Transport Command.
He married Elinor Righter. They had two daughters: Leslie T. Oakes and Nora Oakes Howard. Thomas F. Oakes died in 1966.
