Capt. Arah Phelps

Captain Arah Phelps (1761-1844) was the son of Josiah Phelps III of Harwinton, Connecticut. He was raised by his grandfather, Josiah Phelps II, in the family homestead in Windsor. In 1792 he married Wealthan Mills, daughter of Samuel Mills, his nearest neighbor in North Colebrook.
