Thomas Barber Jr. was the son of woodworker Thomas Barber, Sr. At his father's death in Windsor in 1663, Thomas Jr. inherited half of the woodworking tools of his father's shop, seventeen acres of meadow, and a mare. In 1663, Thomas Jr. married Mary Phelps (1644-1725), daughter of William Phelps (1599-1672). In 1668, Thomas Jr. moved to a new settlement in Simsbury. In Simsbury, he received most of the town's building contracts and was paid in land grants, making him the town's largest landowner and wealthiest citizen. He served for twenty-two years as one of Simsbury's three town selectman.
