BiographyCharles Cyprian Strong was born 19 November 1819 in Portland, Connecticut. He was the son of Mary Lewis Strong (1800-1875) and Erastus Strong (1789-1871). Charles C. Strong married Julia Talcott (1820-1911) on 2 April 1845. He and his wife had at least two children: William H. Strong (1851-1921); and Mrs. W. L. Cushing.

Charles C. Strong I was one of the oldest members of the First Company, Connecticut Governor's Foot Guard, which he joined at the opening of the Civil War in 1861. He was the Treasurer of the Foot Guard for over forty years, and he was also Paymaster. Charles C. Strong entered public life in 1862, when he was elected councilman of the Second Ward in Portland, Connecticut. He was elected City Treasurer of Portland in 1880; he remained in the post until his retirement in 1904, at age 85. Charles Cyprian Strong I died in Hartford, Connecticut, on 11 December 1907.
