Clifford Phipps Clark was born on 26 June 1883 in Prospect, Connecticut. He was the son of Halsey Steel Clark (1855-1941) and Fannie Moulton Phipps (1852-1937).
He married Claribel Augusta Shepard (1886-1950) in 1911. They had at least one child, Josephine C. Clark Collins (1915-2016).
He died on 7 February 1969 in New Haven, Connecticut.
