William Coates Cheney was born in South Manchester, Connecticut on 3 December 1864 to John Sherwood Cheney and Ellen Coates Cheney.

He worked for Cheney Brothers and was part of a team that traveled to East Asia in 1920. William was also an active civil servant. In addition to serving in positions in both the State House of Representatives and Senate, he was on the Board of Directors of the Connecticut State Prison for over 20 years and served as president for seven of them. He held many other positions as well.

William married Sarah Griffin on 21 May 1908 in Bedford City, Virginia. They had no known children. William died on 2 March 1941.
