BiographyCharles Billings Chapman (May 7, 1850 - 1916) was born in Ledyard, Connecticut, the son of Theophilus Avery Chapman and Frances Bedent. He received his education in Preston, Connecticut. He lived in Norwich, Connecticut, and was reported to be an avid photographer. The family had a summer cottage at Point Breeze, Montville, Connecticut.

Charles Billings Chapman married Mary Louisa Warburton in Pawtucket, Rhode Island on June 6, 1878. They had three children: Charles Frederic (b. January 4, 1881), Percival Warburton (b. September 4, 1883), and Lawrence Boylston (b. October 12, 1886).

Charles was first employed by Charles F. Setchel, a grocer, then the Norwich Fire Insurance Company, then he became a bookkeeper for F. L. Gardner. In 1872, he joined the Thames National Bank as a clerk, then became a teller of the Chelsea Savings Bank.

Charles was a member of St. James Lodge, No. 23, F. & A. M. He was one of the organizers of the Chelsea Boat Club in Norwich, Connecticut, and served as a captain and commodore.
