BiographyCharles H. Ourand was born in Washington, D.C. in August 1857 and lived there through the 1920s. He was a military cartographer and drew many maps for the United States government, including retrospective maps of Civil War battlefields. He last appears in the 1920 Federal Census and probably died sometime shortly after that.
