The basement plan includes additional storerooms, an auditorium or social hall, a stage, a coat room, a bar, toilets and urinals, a shower room, a meter room, stairs, and exits. Alternate plans for this space show chair seating and table seating in the main hall.

Hills executed these architecural plans for the Elks Club on Prospect Street in Hartford, Connecticut, on 7 January 1946.The drawings were enclosed in a wrapper labeled "FIRE DEPT.
