Horace C. Wilcox was born in Middletown, Conn. on January 24, 1824, and was a founder of the Meriden Britannia Company. He was the first secretary and treasurer of the Meriden Britannia Company. In 1866, he succeeded I. C. Lewis as president of the company, and held that office until his death on August 22, 1890.

He was the first president of the Wilcox & White Organ Company. He was a director of the Meriden Silver Plate Company; Manning, Bowman & Co.; Meriden Saddlery & Leather Co.; The Aeolian Organ & Music Co.; the Meriden Street Railway Co.; Rogers Bros. Company of Waterbury; R. Wallace & Sons of Wallingford; Wm. Rogers Mfg. Co. of Hartford; Meriden Fire Insurance Co.; Home National Bank; Republican Publishing Co.; Walnut Grove Cemetery Association; and the City Savings Bank. He invested more than one million dollars in the organization and construction of the Meriden, Waterbury & Connecticut River Railroad.

He was the fifth mayor of Meriden, and served in that capacity for two terms, 1875-6. He served a term in the Connecticut state senate in 1877.
